根据《中华人民共和国食品安全法》相关规定，参照国际食品法典委员会（cac）相关国际标准，为保障进口食用植物油质量安全，进一步加强对进口散装食用植物油运输工具的检验监管。现将有关事项公告如下：
一、进口商或代理商在产品进口报检时，应提供运输工具前三航次装载货物名单。运输工具及其前三航次装载货物应符合有关要求（附件），否则，不准进口。
二、在风险分析的基础上，对《允许装运货物列表》和《禁止装运货物列表》进行评估和调整。
三、本公告自2013年1月1日起正式实施。

一、油罐应使用不与食用植物油发生反应、并适于与食品接触的惰性材料制造，不锈钢材料最为适宜。软钢油罐内部应有惰性材料镀层，如酚醛-环氧树脂。禁止用铜及其合金储罐装运食用植物油。
二、油罐上航次装运货物应是食品或在《允许装运货物列表》（附表1）中的物质。油罐前第二、第三航次装运货物应是《禁止装运货物列表》（附表2）以外的物质。
