1 The Taipei-Moscow Economic and Cultural Coordination Commission and the Moscow-Taipei Economic and Cultural Coordination Commis-sion hereinafter referred to as the parties; Referring to the discussion on 19th September 1992 in Taipei be-tween H. E. Oleg Lobov, Chairman of the Moscow-Taipei Economic and Cultural Coordination Commission and Mr. Yuan Hsingyuan, Di-rector General of the Civil Aeronautics Administration of the M-inistry of Transportation and Communications in Taipei; Reaffirming the strong intents to establish direct airlink betw-een Moscow and Taipei and other several relevant relations; Recognizing the benefits to be gained by the parties from closereconomic co-operation for the establishment of airlinks between Moscow and Taipei on the basis of joint exploitation of the air routes by Russian and Taiwanese nonstate owned airlines; Have reached understanding as follows: 1. The Moscow-Taipei Economic and Cultural Coordination Commiss-ion will commit itself to promote the settlement of the issu- es arising from the establishment of airlink between Moscow and Taipei with appropriate governmental authorities of the Russian Federation; 2. The parties will make necessary arrangements to sign an Air Services Agreement as soon as possible and a preparatory con- sultation is to be held either in Taipei or Moscow before the end of 1992.
