MEMORANDUM OF UNDERSTANDING NO.7 BETWEEN THE MINISTRY OF HEALTH OF THE KINGDOM OF SAUDI ARABIA AND THE DEPARTMENT OF HEALTH [OF] THE EXECUTIVE YUAN OF THE REPUBLIC OF CHINA ON MEDICAL COOPERATION PROGRAM (A.D.1987.4.6)

1 The Ministry of Health of The Kingdom of Saudi Arabia (hereinaf-ter referred to as First Party) and the Department of Health, t-he Executive Yuan, of the Republic of China (hereinafter referr-ed to as Second Party). Recognizing the friendly relation existing between the two coun-tries and their respective peoples, and Being desirous of devel-oping medical cooperation, and implementing the arrangements ofthe Memorandum signed on the ninth of Jamad Awal 1399H correspo-nding to the sixth day of April, 1979, and subsequent MemorandaNos. 2 to 6 and the addendum thereto. Have agreed as follows : I OBJECTIVE 1 In view of the traditional intimate friendship and in the spi-rt of complete and mutual understanding, the Second Party und-ertake to delegate a mission of hospital personnel (hereinaft-er called the "Mission ") to support the operation of the twoKing Fahad General Hospitals at Jeddah and Hofuf. Such servic-es shall not be extended to other hospitals, clinics or dispe-nsaries of the Kingdom, except under emergency circumstances.2 The main functions of the Mission shall be limited to provisi-on of medical service of high quality to the people of SaudiArabia, and to conduct educational programs to train junior S-audi doctors. II MISSION STAFF 1 The mission shall inculde, but shall not be limited to, medic-al doctors (including short-term consultant professors), para-medical and maintenance personnel, administrative staff, medi-cal assistants and other hospital personnel. However, nominat-ions thereof shall be subject to the approval of the First Pa-rty and all chosen categories shall be of high calibre and go-od conduct. 2 The senior memeber of the Mission will be appointed as DeputyMission Leader in each hospital for managing the affairs of t-he Medical cooperation program besides his usual tasks. 3 A Mission Leader shall be appointed by the Second Party withthe approval of the First Party. It is understood that the Mi-ssion Leader will be at no cost to the First Party and that hewill not interfere with the operation of the hospitals. The Mission Leader will be stationed in Taipei and will visitthe Kingdom when necessary to discuss with officials of the M-inistry of Health of the Kingdom and other related officialsmatters concerning the cooperation program. 4 Both hospitals require a minimum number of staff from each ca-tegory to fuction satisfactoryily as per appendix. The First Party shall see to it that sufficient job numbers besecured and provided for. 5 Notwithstanding the terms of the contracts signed between themembers of the Mission and the First Party, either Party shallhave the right to replace any member of the Mission by mutualagreement. 6 The first contract of each individual member of the Mission s-hall be for two years. That for the specialist doctors shallbe for one year, This contract may be renewed afterward eachyear by mutual agreement of both Parties. III PROGRAM MANAGEMENT 1 For the training of junior Saudi Doctors, and educational pro-gram proposal shall be drawn up jointly by both Parties for f-urther discussion. 2 To prepare the Mission staff before departure to minmize anylanguage and culture difference difficulties, the Second Partyshall provide adequate training programs to the Mission membe-rs prior to their departure for the Kingdom. Cost thus incurr-ed shall be paid from the Administrative Expenses. IV SALARIES AND ALLOWANCES 1 Salaries of the experts and technicians will be calculated ac-cording to non--Saudi employment regulations in addition to 100 % increase in salary according to the regulations which hadbeen issued concerning this matter. Those whose salaries areincreased by 100% shall work 50 hours/week. Those whose salar-ies are not yet increased shall work according to governmentofficial working hours for hospitials. 2 Doctors are considered as specialists if they have completedfour years training in their area of specialty in a recognisededucational hospital. Those will be paid as Master Degree holders with two years ofexperience. 3 Administrators and medical assistants shall be paid accordingto their qualifications and experience based on the pay scaleof non-skilled workers in the Kingdom. 4 SHORT-TERM CONSULTANTS A Short-term consultants shall serve in the Kingdom upon therequest of the First Party for a period up to three months. B Short-term consultants professors shall be paid between therange of SR. 18,000 and SR. 20,000 per month. C Short-term consultants shall be paid within the range of SR.15,000 and SR. 18,000 per month. V ADMINISTRATIVE EXPENSES The First Party shall pay the Second Party a lump sum of SR. (one million) 1,000,000 at the beginning of the year as admini-strative expenses. This money shall be solely handled by the Sine--Saudi MedicalCooperation Committee established by the Second Party. VI TERMINATION OF PROGRAM 1 This Memorandum may be reviewed or amended every two years bymutual agreement if either Party deems it necessary. 2 Either Party shall have the right to terminate the program bya written notice to be served to the other Party. Such noticeshall be given six months prior to date of termination and pe-rsonnel could continue until the end of their contract. 3 This Memorandum shall take effect as from lst Jamad Awal 1407coresponding to Ist January 1987.
