1 ⅠNote from Mr. H. K. Yang, Ambassador of the Republic of Chi- na, to Mr. R.F. Botha, Minister of Foreign Affairs and Info-rmation of the Republic of South Africa CAPE TOWN, May 19, 1983 Dear Mr. Minister: With a view to establishing uniform principles and rules forthe determination of the tonnage of ships which are engagedin international voyages and registered in the Republic ofSouth Africa or in the Republic of China, the Republic of C-hina hereby proposes that the Republic of South Africa andthe Republic of China agree to accept International TonnageCertificates to be issued by the authority of either Govern-ment in conformity with the provisions of the InternationalConvention on Tonnage Measurement of Ships, 1969, and underthe following conditions: 1 Every ship registered in the Republic of South Africa whi-ch calls at ports of the Republic of China shall have an International Tonnage Certificate in conformity with the provisions of the said Convention. Such Certificate shall be drawn up in the from specified in Annex II of the Conv-ention and it shall be available for Inspection when the ship calls at ports of the Republic of China in the same manner as when the ship calls at the ports of the Parties to the Convention. 2 Although the Republic of China is not a party to the saidConvention, every ship registered in the Republic of Chinawhich calls at ports of the Republic of South Africa shallhave a certificate drawn up in conformity with the provis-ions of the Convention. Such certificate shall be availab-le for inspection when the ship calls at ports of the Rep-ublic of South Africa. If this proposal meets with the approval of the Governmentof the Republic of South Africa, I suggest that this Note and your Note in reply shall constitute an Agreement betw-een the Governments of the Republic of South Africa and ofthe Rpublic of China.
